SCOTT R. VICTOR

President & COO

Scott has been with Nova Group since 1984, serving in multiple capacities including Project Superintendent, Project Manager and Vice President of Operations prior to his advancement to President and Chief Operating Officer in June 2011.

In his present capacity, Scott has responsibility for all of Nova’s operations including its engineering department and fabrication shop. Although Scott’s experience includes a wide range of construction activities; his expertise building aircraft Type 3 Hydrant Fueling Systems is unparalleled in the industry having worked on over $300 million of Type 3 projects over the past 15 years.

WALTER M. BIRDSALL

Vice President, Administration and Finance

Walt has been involved in the construction industry since 1984 and with Nova since 2005. He holds a Bachelor of Science in Commerce (Accounting emphasis) degree from Santa Clara University.

His responsibilities with Nova include financial reporting, banking relations, treasury management, risk management, and information systems. 

DEE FEDRICK

Vice President, Preconstruction Services

Dee has worked in the construction industry for 40 years serving in multiple capacities ranging from Estimating to Project Management. Prior to joining Nova in 2011, Dee was division manager for a large civil contractor. Dee obtained his BA degree in Business Management from Chico State in 1973.

In his present capacity, Dee is responsible for managing the business development and estimating team to procure new work for Nova. Dee brings with him a wealth of experience in the construction business and is an important part of obtaining work and determining market trends for future opportunities.

WALT SCHWARTZ, PE

Vice President, Pacific Northwest Operations

Walt has 33 years of construction experience, including 25 years in project management. He has been with Nova Group for a total 13 years in three separate stints, with his first stint starting all the way back in 1986.  He has both a B.S. and in M.S. in Civil Engineering from the University of California at Berkeley.

THIEL HARRYMAN, PE

Vice President of Operations; West Coast and Pacific Rim

Thiel Harryman has been in the construction industry since 1999 and acting in the Operations role for Nova Group since 2017.  His engineering and management background combined with field experience has provided solutions to the wide variety of operations required within the construction industry of Aviation Fueling, heavy construction, and industrial process systems. He has worked with a wide variety clientele of the construction and industrial industries across the United States and around the world, acting in the roles of Operations, Project Manager and Project Engineer in diverse projects focusing on engineering, design, review, construction, inspection, and QA/QC of mediums including petroleum products (jet fuel, diesel, oil, etc.), as well as utilities including water, air, steam, carbon-dioxide, glycol, and ammonia.
