This project constructed a new 16-mile fuel transfer pipeline and upgraded an existing fuel transfer pipeline from Sasa Valley Fuel Farm to Andersen Air Force Base, Guam. Work included the upgrade and expansion of an existing pumphouse by providing new fuel pumps, filter separators, piping modifications, and cathodic protection.  An addition and an equipment expansion were also provided at the existing filtration building, as well as new pig launching and recovery stations.

Electrical work included construction of a new generator building to support the upgraded pumphouse including providing a new 2,000-kW generator, controls, and diesel fuel storage tank.  Modifications to existing Piti Power Plant substation were performed and new electrical primary service was installed to the Sasa Valley Fuel Farm.  Electrical upgrades were performed at the existing pumphouse and filtration buildings to support the expansion and equipment additions.
