The work included construction of a mooring and berthing slip at the existing Service Pier. The new mooring dolphins were installed to support the revitalized floating research laboratory acquired by the Commander Submarine Development Squadron Five (CSDS-5) at the Service Pier.

The project included construction of marine donut fenders, rearrangement of an existing precast concrete floating dock (originally installed by Nova under a previous contract), installation of seven new precast concrete floating dock sections, and driving anchor piles for the new configuration.  The new precast floating dock sections were sized to match the existing sections. The work also included removal and re-installation of cleats and fenders and a new ramp connecting the new floating dock configuration to an existing dock.  Utility system work included removal, modification, and new installation of compressed air, water, and electrical systems.  The new electrical work included pedestals, a shore power connection station, a new 750 kVA transformer, and platform.
