This project provided a new military jet-fuel storage and distribution complex consisting of three 28,000-barrel above ground fuel storage tanks, 190 liter-per-second (3,000 gallon-per minute) pump station with shelter, fuel truck unloading stations, and fuel piping transfer and distribution systems.

Work also included leak detection, product recovery system, cathodic protection, fire protection, controls and alarms, automatic tank gauging, mechanical and electrical utility connections, emergency generator, access roads, security fencing and lighting, environmental mitigation, and site preparation and improvements.

Additional features consisted of demolition or decommissioning of the existing fuel underground storage tanks, piping, and associated support facilities.
